    Share technology, country, capacity, operating status, known challenges, and your preferred transfer structure. Identify the proposed benefit for low-income communities.

    Output: Initial fit assessment and information request.

  2. Technical Diligence

    Review generation or dispatch records, equipment condition, maintenance history, safety, remaining useful life, remediation needs, and decommissioning exposure.

    Output: Technical findings and operating-cost model.

  3. Document & Obligation Review

    Review title, liens, financing, interconnection, offtake, site or water rights, permits, consents, and jurisdiction-specific requirements.

    Output: Obligations register and consent checklist.

  4. Tax & Transaction Review

    For projects that advance through technical diligence and document review, Balance Fund covers the cost of a fair market value assessment. Donor and recipient advisers review transfer structure, basis, potential recapture, and required documentation.

    Output: Fair market value assessment and adviser-reviewed transaction terms.

  5. Operating & Community Benefit Plan

    Document O&M, insurance, reserves, monitoring, and who receives the benefit. Establish measures for performance and outcomes.

    Output: Executable operating plan and benefit allocation.

  6. Approval & Transition

    Obtain board approval and third-party consents. Agree closing conditions, data handover, operator responsibilities, and communications.

    Output: Signed agreements and transition checklist.

  7. Ongoing Reporting

    Track agreed system performance and community measures. Define annual reporting responsibilities and escalation.

    Output: Evidence-based reporting against the agreed plan.
